Will someone tell Honors how to count 24 hours?

After noticing that the price of my room for tomorrow night at the Embassy Suites Philadelphia Center City just dropped by $16, I called HHonors to modify the reservation. First I was told I was outside the 24-hour cancellation or rate modification window, even though it was 24 hours and 15 minutes before check-in time. When I strenuously objected, the agent apologized and said she was looking at the wrong date. She then gave me the lower rate, but I asked, for future reference, whether there was a precise 24-hour cancellation deadline or whether you could cancel anytime that day or evening. She replied that I could have cancelled up to midnight hotel time and rebooked at the lower rate. Imagine my surprise when the email with the modified rate said it was too late to cancel because the 4 p.m. May 2 hotel time deadline had already passed! This e-mail arrived before 3 p.m. hotel time on May 2. Which begs the question- does anyone there know how to tell time? And do Hhonors agents even know the rules?
