The latest targeted offer I received seems to imply no:

Note: the bonus may be earned on one first-time personal and one first-time business Southwest Airlines Rapid Rewards Credit Card new account.
I'm curious if this line has always been present (in previous offers) for the people who had success with the Plus Personal and Premier Personal and they just don't enforce it.
