IAG (Niagara Falls, NY airport) is primarily used as an US Air Force Reserve base. A new passenger terminal opened about 5 years ago and it's been successful at targetting Canadian travellers seeking cheap flights to Florida / Myrtle Beach. I think Harrah's also operates occasional charter flights to ACY. I'm guessing they lure the ultra discount carriers by offering lower landing fees than BUF.
St. Catharines could never sustain a commercial airport. Its local economy has been on the decline for years. Niagara Falls tourism is only busy during the summer months.
