Been a while since I did statistics, but I think it depends on how you define the population. If you assume the population is the set of travelers entering Japan, then one traveler would be a small sample size. If you define the population as a set of events, i.e. entries into Japan, then the sample size is not dependent on the number of travelers just the number of entries.
