Immediately around the hotel, you can expect parking lots and freeways. Nothing much to see or do. Head into Narita for an interesting neighborhood to wander around and a little slice of small town life.
With a 7:55pm arrival time, my approach would be to check my luggage all the way through to ATL (so I wouldn't pick it up at Narita at all). I'd carry everything I needed for the overnight in my carry on bag.
On arrival, I would take a Keisei local train into Narita, grab a beer and a bite to eat at an izakaya and wander around the town center. Then catch the 10:50pm shuttle from the station to the hotel and check in.
