That is not the purpose of PreCheck. The official purpose is providing a less invasive security experience at TSA checkpoints in exchange for more invasive prescreening (e.g., the background check and interview). Increased speed is a byproduct, not a goal. The unofficial purpose is silencing frequent flyers who have been vocal critics of the body scanners, gropes, and other invasive TSA procedures. TSA has been wildly successful with respect to the unofficial purpose.

Anyone who does not have a smart phone is brain dead? That's half the population, according to statistics I heard reported just yesterday.

Actually, if tech savvy correlates to terror potential, the smart phone owners might be worthy of more scrutiny than the smart phone non-owners by default. Wouldn't that be ironic?

What's really brain dead is simply assuming that a government program is worth its cost based on, well, no information at all. Have you seen a cost-benefit analysis for PreCheck? I have been waiting to see one for quite a while, but TSA has yet to share this information with the public.
