An addition to the OP (may0120), if she choose the second option (coming into Israel and issuing the Israeli passport while in Israel):

Bring your expired Israeli passport with you, no matter it is expired. IMHO, don't try to conceal that you have an Israeli passport - just tell the authorities that you have it and it is expired.
