I have had it happen to me about 3 times in the last 6 months when they have made an announcement "Passengers on xyz flight will have their baggage delayed" and had to wait over an hour sometimes.
It hasn't been due to weather.
I have thought about writing to CX about this, but would probably get the answer "We are constrained by the airport services blah blah".
Baggage handling is definitely worse than when I first moved to HK in 2001.
