I Live in Sacramento
I will start with my bias that suburbs are suburbs and if you want to see Sacramento you should stay in Sacramento.
My choice would definitely be the downton RI at 15th an L Streets.
It is a quite new property. It is kitty corner from the capitol grouinds. Be sure to stroll through there and enjoy the rose gardens and the various memorials going back to the Civil War.
A Capitol tour is also good. It's free. A number of the offices have been restored to the era of early electicity and are very interesting. If you don't have time to go in, be sure to check out the building when lit up at night.
If you have any interest whatsoever in trains you must go to the Railroad Museum in Old Sacramento.
There are tons of good restaurants including 15L directly across the street.
If you are energetic, bring your bicycle and take the American River Trail. It goes all the way from downtown to Folsom which is about 25 miles or so on the trail. Very pretty and I've seen deer and turkeys on the trail. (A bit less on the freeway.)
Sacramento also has a number of good theaters so check out what's playing. Productions at the Music Circus are amazing, especially for a city the size of Sacramento.
Enjoy Sacramento. I moved there rather reluctantly and now love the place.
