I have stayed at the Willard and have had drinks there many times. While it is, indeed, very historic, I really wan't wowed as much as the price would suggest. I can't vouch for the Palomar, but if I were going to drop top dollar in DC on a luxury hotel, the Hay Adams would win, hands down.
