Yes it is.

Staples $200 GC = $6.95 in fees
Staples $100 GC = $5.95 in fees

CVS $500 GC = $4.95 in fees

To equate $500 you would have to buy from Staples [(6.95 x 2) + (5.95 x 1)] = $19.85 vs. $4.95 from CVS.
