We're headed to Turkey and are trying to figure out the best way to get a data sim either for mifi or to put directly into our iPad. Unfortunately there is conflicting information about whether registration is required for data only device. Some posting I've seen say yes, others no. Does anyone know the real answer?

It just doesn't seem worth the cost and time to register if it's the rule since Turkcell only charges just over 100 Lira for a mifi and registration is supposedly 125 Lira.
