The document check issue is not a barrier with other carriers. You still OLCI and are checked in, but a BP cannot be issued until your documents are verified at the counter. There is no reason that WN can't do this. You check in at T-24, a printout is issued which specifies that it is not a BP...
DL, AA and others issue international BPs online. Print and go just like domestic. Visa stamps, where required, are spot-checked at the gate, even though they're also in the PNR database.
