I think this might be the case. I cooked up a storm on a recent flight from LHR - LOS due to non functional IFE and I got 15,000 avios in compensation after a couple of weeks.
Most of the time they decline further compensation once the case has been reviewed. In this case in particular, I think I would have preferred cash over avios.
