I understand that even businesspeople can have trouble departing The Philippines (suspected of taking money out, or something). It seems to be very uneven and subjective. I do not think there is a formal "exit visa", though. I'll try to find out (I'm a U.S. citizen), but do travel there. The exit tax is levied on all filipinos departing.
