Do they have any guidance as to when they should enforce the CE bus or is it all down to discretion?
I'm not sure to be honest. Generally I've noticed the TRM 'combine buses' on very lightly loaded flights...but I'm not sure that's necessarily the case every time (and shouldn't be!)
