It's actually the Turnaround Manager that coordinates disembarkation and makes the decision as to whether the bus will be restricted to CE or all pax. Crew then comply with the TRM's wishes.
So the answer is no, it is not always enforced .
That makes sense, so perhaps due to the times I travel I encounter particular TRMs.
Do they have any guidance as to when they should enforce the CE bus or is it all down to discretion?
