OH thank you for clarifying that for me! I completely misread Prospero's answer.
Flyfromscratch, I was charged only $2.50 for service charges for my Avios booking. It was a one-way for one person, so I'm afraid I can't help answer your other questions. I am flying to a different South American country, not Mexico, so perhaps that is why the service charge is different? In any case I was very happy to see the low fee when I was booking the flight!
