The correct answer is that it is then next available flight with space in your fare bucket (award level). An agent can certainly waive that requirement and book it as IRROPS, but that is definitely the agent's decision, so be nice.

If you are booked into F or C and only Y is available, you can either take the Y seat for a refund of the miles difference or wait for a flight with premium space.
