is this coupon work only with us citizen?

as am not us resident am going to use AWD J046300 which will get me good prices
my question is can i use any of those coupons with this awd
MUWA028 (paperless) – $35 off a weekly rental
UUWA055 (paperless) – one class upgrade
because when i add it , it doesn't show any discount only shows :

i sent them an email they told me that they can't answer coupons questions on emails
and i can't find the T&Cs is it only for us citizen or anyone
