Heh, I remember when I was there over six years ago, those kiosk flat out did nothing with my US mag-stripe only cards at the time. I actually had to go back up the stairs out of the subway and find a newspaper stand (and hard to find one that's open at 5AM!), buy a bottle of soda to get spare change for the kiosk, and then go back down to the subway station again. Ugh.
Being said that, I have yet to see the Flower Carpet at the Grand Place yet.
For the train, last time I used it, it asked for a PIN, but accepted my cash advance PIN. (That was when I used a random PIN and it failed, showing that it was actually accepting my card's PIN.) But things may have changed since then.
