I don't have a device that can do overseas LTE, but I did find that HSDPA in Australia (Vodafone) was "good enough". I have Sprint in the US and I get around 15 megabits down and 5 up max if I'm in an LTE area. Usually it's closer to 10, but that's also "good enough". The main issue is that we pay a lot for what we actually get compared to other countries.
