I agree and wish US CBP will adopt something similar for international transit passengers who have no intention of entering the US.

It is such a pain on arrival at SFO, ORD or similar international gateways with an immediate connection to Canada, one still has to queue for US CBP passport check, collect the baggage, clear custom and excise, re-check-in ...........
