Switzerland has better diplomatic relations with Iran than the EU has with Iran. That said, it doesn't matter. In the event of an emergency landing, it's highly improbable that even a serious Iranian-sanctions-enforcing country is going to hit its own carrier and/or cockpit crew with fines or criminal charges for having decided it necessary/best to make an emergency landing in, or emergency diversion to, Iran.
