I would say that this is a subsidy.
Western governments aren't being greedy. They need tax money to provide public services. Can you imagine if all government functions of the US were funded by a 20% hotel occupancy tax. Perhaps would be possible if the US government owned every big building in every city and built them on slave labor. I think the problem here is that the UAE can afford to tax everyone hardly anything because:
-Their costs are MUCH lower due to slave labor.
-They have funds from oil that they can use to fund public services
QR and Qatar are a completely different story. QR is completely owned by the State of Qatar, does not publish financial results and thus is likely hemorrhaging cash. QR is in bed with the agency that oversees aviation in Qatar, and DOH and QR are run by Akbar Al Baker, which suggests that other airlines don't pay the same landing fees/taxes/fuel prices. QR has never responded in the way EK has about how it is managing to charge the fares it does and expand the way it has while being not government subsidized, and rather than trying to show how its country is business friendly and low-cost like EK has, it instead counters any press about QR being unfair/state-subsidized with a bogus excuse of how the media is upset about Qatar 2022 and wants them to lose their World Cup bid. Now, that's a truly unfair airline. EK may have the scales a little tipped in their favor, but they are at least still trying to run a business. You don't hear them responding to complaint of being state-subsidized and unfair with comments about stripping away the Dubai 2020 expo, do you?
