In a "list of where to take kids in Tokyo" this wonderful park ranks very high at the top. Fabulous!
The rainbow pool is open in July until first weekend in September. But the toddler bit is cleaned out and usually open (for free) in May and June and for a couple of weeks after the official close. The climbing nets aren't put out until later and the water level is a bit lower and I don't think is it sterilised completely. It's great though and much quieter than in the summer.

Looking at the dates in the link, I'm pretty sure it was the same last year - opening for the Golden week weekend and then closing in June while they get the rest of the pools ready. I would guess it's the same this year, but I haven't heard anything yet.
