If you're using it to access web pages local to where you are and hosted nearby, then that's absolutely the correct measure and you will experience the effects of the extra latency in addition to the bandwidth cap. Another example would be using Skype to make a local call - the extra latency is definitely going to apply to get from your phone to the US and back to the Skype gateway in the country you're in. If you're accessing sites hosted in the US, or using Skype to call back to the US, then NickP's advice is sound.
Skype does routing on their network anyway so limited effect of latency but you are right on local sites in country you are in the latency from your location back to US and back to local country will be added.
