They do and they don't. If the flight is not fully booked they sometimes make the first couple of rows almost similar to CE, blocking the middle / adjacent seats. Everything else is the same though.
They consider it an 'upgrade'.
AB definitely serves you better at the front even though they don't have business class on short haul.
I'd always call and reserve 1AC or 1DF, since for OWE they do hold off allocating adjacent middle seats to the end. For non-status holders, those seats do not show as available on the seat map.
