Also, it's a bit unclear whether the biggest culprit, YQ/YR, is required to be included in the advertised base fare. Some of the language indicates they can only split off gov't fees/taxes.

Not voicing an opinion one way or another, as I don't know enough yet to have one, but that seems to be a big part of the equation.
