Doesn't sound like a chain-wide change and specific to that property. I believe the distinction is for services not owned/run by the property itself. So some restaurants, gift shops, parking, spa, etc. may not earn points. Unfortunately that's not really clearly listed on the webpages and becomes a guessing game.
If you have a particular property you're interested in, it might do good to contact the property and quote this property and ask if they are doing the same. Just might get them to jump on-board.
