Only one data point, but the T2-T1 connection was substantially easier than the old Int-T1 transfer. The transfer bus isn't up and running yet, so you have to cab it. The prepaid is 250 INR for a black and yellow. They will eventually have a transfer bus of some sort, but for the time being you head downstairs to the left after exiting customs. I don't know if it's a dedicated highway, but there seemed to be a elevated connector road that connected the two. I think i was there in about 10 or 15 minutes.
