Fuel was a lot cheaper back in those days as well, so the fuel burn of the 747 was not much of a concern. And for the destinations that didn't require 4 engines or the demand, the 767 did the job perfectly well. At that point in time, it's difficult to see how the 777 would fit into the fleet.
