You might want to re-think your idea of "subtle".

Of course they can retaliate. And I wouldn't say it's a few bad apples. I'd say it's a significant percentage. They have almost zero effective supervision. The entire system is set up to reflexively defend them regardless of accusation and evidence. They shoot people on a reasonably regular basis and suffer few serious consequences as a rule.
