No, you can call whenever you want. Chase will always tell you they aren't waiving the fee; they are giving you a statement credit, "loyalty bonus," or some other euphemism. If you plan to make good on your threat to cancel the card, you have to do it within 60 days of your AF posting, which is the deadline to receive a full AF refund.
I start calling the month before an AF posts in case different retention offers show up at different times.
