verb -- give (someone) a legal right or a just claim to receive or do something."
There are some here in this forum who, in their enthusiasm to demean others, throw around the term "entitled."

However, when someone follows the rules, and works hard to acquire a benefit that is set forth in the rules, then they really do have a "just claim to receive" that benefit, barring exigent circumstances.

I would not regard a GA deciding that it is not convenient to process an UG for a flight that is not delayed to be an exigent circumstance.
