The tags mean that the bags are not loaded until your BP is scanned at the gate. In that way there is no delay in having to pull the bags if you do not make it. You say that you "just about made the cut off". Had you actually not made it to the gate in a timely manner (easily happens to people who dawdle at IAD), neither you nor your bags would have flown, but the aircraft would have pushed on schedule.
