You vented your frustration extensively and I understand you.
Not checking ROP rule before is a mistake. But it seems that ROP is quite stingy with crediting miles for flights on other airlines. Apparently, LH P qualifies for 100% miles (or the equivalent) for the few *A programs I have checked (UA, SQ, SAS), so ROP is indeed "special". I could understand that they would give fewer miles for P than for J/C/D, but giving 0% is weird. Actually they even give 100% for LX P.

My guess is that TG is using some old rule. The super-discounted P business class was introduced recently by LH (like a year ago) and it could be that ROP failed to update. That would not be surprising with TG.
