Actually, it is an agreement between LH and TG. LH "pays" money to TG when TG credit miles on ROP for a flight flown on LH. As P is a deep-discounted business fare , TG might have decided that it did not receive enough money from LH for the miles credit.
Note that other *A might have a different policy for these LH P fares. For example UA, credits 100% miles on LH P, 150% on LH Z and 175% on J, C, D.
