Also since children on average weigh less than adults, it costs less to fly a child. ^

But… that's my point. It only makes sense if the "discount" represents something cheaper than what's already available. Which it doesn't.
The Infant fare is presented as a way to offer a "discounted" ticket for what could otherwise be a lap child, but WGA+WGA is always cheaper than WGA+AT with discount.
Two "adult" tickets are always cheaper than (or equal to) 1 "adult" + 1 Child/Infant."
