You don't need to go to an Orange store to actually top up.

Does your small town have any convenience stores/corner shops? These generally have top up cards or e-topup machines available. Ask for "credit pentru Orange" or "reîncărcare pentru Orange".

You should also be able to do it off their site. This is the client portal: https://sso.orange.ro/wp/oro?jspname...full_page=true

If you haven't created an Orange account for the SIM yet, click "creeaza-ti un cont Orange". The fields in the first form go first name > last name > username > password > repeat password > email address > check box for email newsletter > Orange cellphone number > check box to signify you're an Orange client (keep it checked) > security code > check box for TOS.
