Some years ago I got a similar charge for a camera-based speeding ticket. Interestingly, if you looked at the letter carefully, it was not even from Hertz, but from a company doing business for Hertz, American Traffic Solutions (ATS). Which it turned out was also the company that runs the speed cameras in Tucson! They had my CC (probably not legal for Hertz to give it to them) and the letter was worded that if I did nothing they would take it from my CC.
I didn't realize till later that it was not even Hertz.
Similar procedure. But a speeding ticket is issued against the driver, not the owner. I thought a parking ticket was issued against the owner - in which case Hertz would be well within their rights to pass it on, with an admin charge, to you.
We'll have to see how this works out.
BTW, I never paid the speeding ticket and it was automatically dropped in the court process, because I was never served (a computer can't serve you papers legally) There's a thread on it somewhere.
