So, here's my experience.

I, "Juliet Delta", gift an award ticket with my miles and pay for the fees with my credit card, for "Lima Golf" who currently lives in an Asian country.

"Lima Golf" flies on that award, and nobody gives a hoot.

This has happened a number of times, and neither I not the recipient has even had a problem.
