The issue was partly due to Gogo having to build out its air-to-ground Canadian network from scratch. This ATG network didn't exist in Canada five years ago. It went live Q1 2014.
Hence the limited trials for AC as it had no way to offer wifi within Canada until now - only over the US.
At least, that's what I get from the Gogo 2013 annual report.
Good one. So let's only test it on 2 LAX flights. Nevermind the 100's of other trans-border flights.
FWIW, on my MIA-YUL AA flights, Gogo works for me inbound past the Quebec/NY border.
