My first instinct was to fully agree with you. However ... if the person who was "mis-given" the car had a one-week rental, say, and the vehicles were close in model/color/etc. I could see them not noticing -- remote possibility, but
possible as far as I'm concerned.
I suppose it could've been dropped off at a chop shop right away, but those valets on duty at the time should be aware that they're now right in the crosshairs of the police.
