That is a short but confusing post, but I'll try and address what I think you're saying, it is my understanding based on that (admittedly old) article and other anecdotal evidence I've seen over the years that airlines have the right to ban flyers not just for abusive behavior towards employees (which a lot of that article is about), but also for what airlines consider to be abusive ticketing practices (quote from the article, "America West keeps an informal list of passengers it considers disruptive or who have made fraudulent ticket purchases"). Just because a particular process is required by the DoT (i.e., 24 hour refund) doesn't mean it can't be abused by customers, I'm sure even the DoT would recognize this.

Personally I don't believe an airline would bother banning someone for cancelling a single ticket every 24 hours as suggested in this thread ... however say someone booked 10 tickets on a flight each day and went through this ... how about 100 tickets ... obviously at some point it becomes abusive and I don't believe the DoT would have any problem with an airline taking action against such a 'customer'.
