The usual argument seems to be "if we let them off, then get a slot we'll miss it because it takes us 45 minutes to re-board".
The other thing that probably scares the airline stupid with international flights is if a passenger fails to re-board who has checked bags they have to empty the hold to remove them which takes the best part of another hour.
Having said all that, 5+ hours of going nowhere is beyond a joke.
