Based on my experience in stay in same location, it has been a hit a miss. One example is Hyatt Regency Minneapolis. On my upgraded room to club level, it would have, but on weeks that I couldn't get upgrade, there is no toothpaste. With that said, I simply ask for toothpaste when I check in to ensure that I get one.
