For years, airlines required a marriage certificate as proof to process a name change on a ff account. Nothing new or unusual here.

This. Why change?

Another way to do this would be to change one of her driver's license and passport (or GE) card to the new name now and the other later, after DL changes the name on the account. Of course, this won't work for international, where the passport is necessary.

If you'll be staying in a hotel soon, especially if you have elite status, they tend to have fax machines, often self service and free in the lounge. Often too, the front desk will waive the few dollars that is charged for a domestic fax. YMMV.
