Same happened to me as well. Out of the 6 OV cards i bought in walgreens in one transaction, 1 wasn't activated even though its says activated in receipt. Had to send copies of the card back/front and the receipt. Took about 10 days, several calls and escalation to supervisor to get it resolved. keep calling every other day as Incomm idiots don't call you back or email you back about the status.
