I don't see the two statements as incompatible: there are fares on HOP! flights that earn level miles, others that do not, whether booked directly as A5 flights or as AF flights through a travel agent.

In any case, flights that are sold as part of AF international itineraries are not booked in BASIC fares on HOP! (or on MiNi fares for AF, for that matter), so it is logical that you would earn level miles on these flights.
